The organization under investigation is Child Protective Services, also referred to as CPS, which is an agency within the Department of Family and Protective Services. CPS is a governmental organization that has existed for years. The agency is designed to protect children from abuse and neglect. There are numerous cases that are called in on a daily basis in the state of Texas, and it is the duty of state employees to address all allegations in a timely manner. The Toronto Star published an article reporting that Toronto currently has the highest rate of children living in households that are considered low income in Canada (Monsebraaten, 2015). The article reports that in Toronto the child poverty rate is higher than the poverty rate of any other age group. This paper will discuss child poverty, how this is a challenge to public health practices and policies, and finally, discuss potential solutions for public policy that address this issue.

Child abuse is epidemic in many countries as well as the United States. It is estimated that every thirteen seconds a child is abused in some manner: physically, sexually, emotionally or by neglect (Friedman). Each year, there are over 3 million reports of child abuse in the United States involving more than 6 million children. Child abuse can be reduced with proper education of the parents and with greater public awareness.

Laws in most states mandate that reasonable efforts be provide to families who become involved with child welfare agencies.  Social workers, on behalf of the agency toil to provide reasonable efforts to families.  Presumptively, reasonable efforts are provided for families to mitigate the issues that brought them to the attention of child protection agency.

In 1980, about 500,000 children were in foster care, but a series of successful reforms began with that year 's Adoption Assistance and Child Welfare Act which dramatically decreased the number of children in foster care. But in the early 1990s, with the advent of crack cocaine and an economic recession numbers went back up. Child welfare advocates said that the foster care system was in need of changes so that children spend less time in foster placements and that America’s child welfare system needed an improvement. Child abuse in American today is amongst the most saddened topics of mankind. Many children are subjected to neglect and abuse on a daily basis. The sex and age of child makes no difference when it comes to child abuse.. Boys and girls are equally likely to suffer maltreatment. The problem is how often child abuse goes unreported. The Term topic I chose to research about is Child Welfare Services. This topic has a variety of different regulations and forms that makes this program run. Child Welfare Services have been around for quite some time and has been helping out as much as they are allowed to. This program has a time line of many important events that all build up the Child Welfare program.

Child welfare is an issue that is vastly debated today in the United States. Regardless of party lines, socioeconomics, gender, religion, or race, it seems like everyone has a stake in shaping this issue. As such, progression in policy can be difficult and is often controversial. Throughout the 1900s, the United States Supreme Court heard and decided several cases that set forth precedent, giving more power to, and enabling, parents to raise their children as they see fit. As constituents, parents have a substantial say in what policy should and will be enacted. However, as individuals, parents do not have nearly as much power alone as they do in groups to influence public policy. Therefore, by banning together and creating interest groups, as well as participating in political parties, individuals who have an interest in child welfare, are more likely to make a substantial difference.

With child abuse and neglect being so prevalent globally, it is important to recognize why these types of maltreatment occur and is a relevant topic for all to explore. Many are interested in how child abuse and neglect affect the individuals who are victims as well as the use and efficacy of treatment procedures. Child abuse has serious physical and psycho-social consequences which adversely affect the health and overall well-being of a child. There are long-term consequences of experiencing these forms of maltreatment. Awareness and understanding needs to be brought to this devastatingly common crisis and the advancement of child abuse and neglect prevention needs to be encouraged.

Child abuse and neglect are considered a social phenomenon that plays a crucial role in American society as well as in the American criminal justice system. All types of ages, genders, ethnicities at some point or another are represented as victims or perpetrators of child abuse or neglect. Many child abuse and neglect cases go unreported because a person may not know the signs and symptoms of child abuse and neglect or perhaps the person or person may feel that this is an private issue and needs to be handle with in the home and no outsiders should be involved. Without the proper awareness of child abuse and neglect and the involvement of everyone this issue will continue to raise our eyebrows.

Although child abuse has soon become a more discussed issue, it is nothing new in today’s society. Dating back to ancient times, physical child abuse has always attributed to lives of people around the world. Approaching and understanding child mistreatment has changed as societies have modernized and progressed; whereas one thing remains an unalterable issue, child abuse happens constantly and continuously worldwide.
