The Term topic I chose to research about is Child Welfare Services. This topic has a variety of different regulations and forms that makes this program run. Child Welfare Services have been around for quite some time and has been helping out as much as they are allowed to. This program has a time line of many important events that all build up the Child Welfare program. First off in 1909 the white house had the first national Conference on the Care of Dependent Children (Child Welfare League of America, n.d.). These were actually seven different conferences that went on from 1909 to 1970 in Washington, D.C. The purpose to these conferences was to positively develop children’s lives across the nation. The Social Security act benefited many people. Those who fell in this category were workers, victims of industrial accidents, unemployed insurance, aid for dependent mothers and children, the blind, and the handicapped. This Social Security act was later signed into law, by current president at the time, Roosevelt. (Social Welfare History Project, n.d.) Moving along the line in 1970 was when the CWLA helped establish the National Foster Parents Association. In August 1971, this CWLA program received a three-year grant to create an organization based for foster parents. This association was established as an outcome of the concerns of the independent groups. The people felt that the country needed a program to meet the needs of the foster families in the U.S (Family Plus, n.d.). In 1980 the Adoption Assistance and Child Welfare became law. The tenacity was to create a program of adoption assistance to ultimately serve different criteria’s. Its purpose was to strengthen the program of foster care assistance for the needy and dependent children, improve child welfare as well as social services and aid to families with dependent children programs (child Welfare Information Gateway, 2012). There are a myriad of different historical information that can lead and relate to the cause of the Child Welfare services. The organization under investigation is Child Protective Services, also referred to as CPS, which is an agency within the Department of Family and Protective Services. CPS is a governmental organization that has existed for years. The agency is designed to protect children from abuse and neglect. There are numerous cases that are called in on a daily basis in the state of Texas, and it is the duty of state employees to address all allegations in a timely manner. The positions held as a caseworker within the agency are either Investigator, Special Investigator, Family Based Safety Services Specialist, or Conservatorship Specialist. Children and young people should feel happy, safe, respected and included in the school or early years setting environment and all staff should be proactive in promoting positive behavior in the classroom, playground and the wider community. Policies and practice which make sure the safety and wellbeing of children should already be in place and it is this legislation develop through many years and experiences, and mistakes, that underpin the working practices that are used today.
This assignment will discuss “Amie’s case study” and will explore some of the risks that she is exposed too and how they can have effect on her welfare. I will start by defining what is child safeguarding centred on the legislation framework of the Children Act 2004. I will also look on what is abuse and naming types of abuse, and establish the knowledge and understanding of Assessment Framework in Amie’s case. I will also look at multi-professional strategies that can provide help and protect Amie and her siblings according to legal legislation.
Human services professionals are those who facilitate and empower those in society who require assistance in meeting their basic human needs both emotionally, mentally, and physically. Human services professionals work with diverse cultures in many different settings to provide prevention, education, and resources for individuals, families, groups and communities. Some of the populations served are, children and families, adolescents, and the homeless. To support groups in crisis human services professionals must be committed, patient, possess listening skills, and have an ability to be empathetic without reducing one’s ability to be empowered (Martin, 2011).
Many of the children who are placed into the care of Child Protective Services are situated into hellish foster homes with people who only care about the money they receive from the government for each child that is placed under their roof; and not for the welfare of the children. Before 1865 Massachusetts began to pay families with foster children who were too young to live on their own. In 1885, Pennsylvania was the first to pass a license law. This made it a misdemeanor to care for two or more foster children without a license. The Children’s Home Society began receiving subsidies from the state of South Dakota after they were organized in 1893 for their public child care work. It was not until the 1900’s when social agencies began to supervise foster parents. When it began time to make placements children individual needs were considered. The federal government began supporting state inspections, and records were kept and well organized. In order to better help the child return home, services were often provided to natural families, this also allowed foster parents to become part of a more professional team. Many of them worked harder to find permanent homes for dependent children (NFPA, 2013).

One of the biggest achievements to me was the expansion of the FCIA. Congress passed the Chafee Education and Training Voucher (P.L. 107-133) in 2002, which allocates $60 million each year for eligible present and past foster children to receive academic and training stipends up to five thousand a year (Fernandes, 2007). This child welfare workers work in the system known as the Child Protective Services whose initiative is to protect the overall welfare of the child. The short novel From the Eye of the Storm: the Experiences of a Child Welfare Worker by Cynthia Crosson-Tower demonstrates the skills necessary to deal with the practice of social work along with both its challenges and its happy moments. For 30 years, advocates, program administrators, and politicians have joined to encourage even more reports of suspected child abuse and neglect. Their efforts have been successful, with about three million cases of suspected child abuse having been reported in 1993. Large numbers of endangered children still go unreported, but a serious problem had developed: Upon investigation, as many as 65 percent or the reports now being made are determined to be "unsubstantiated", raising serious civil liberties concerns and placing a huge burden on investigative staffs.
Without the help of the Adoption and Safe Families Act, children would be stuck in foster care for an overwhelming amount of time, putting them at a higher risk of never getting out of the home.
Observation is very important in young children because that is how you get to know a child better. While observing how a child interacts with their peers, adults, and how they behave in different settings, you are getting to know the child without speaking to them.
We as Americans are extremely lucky. We live in a big country with many resources and almost all the luxuries we ever wanted. On the flip side, in America there are also many people who do not have these privileges. The lower class is a struggling class. For many years, people have been trying to pull themselves up from the lower class and the majority does not succeed. Childhood poverty is a large problem in the U.S. It is said that the poorest people in the United States are the children of the lower class. Welfare was created as an amendment to the social security act of 1935 in 1939. Before this many things were being implemented already as a form of welfare. Such as Medicaid, food stamps, and SSI (Supplement Security Income).
