A statistic is an unbiased estimator if the centre of the sampling distribution is the addition of all sample proportions divided by the total number of samples.
The proportion is 0.5, because there are 2 red cars from the 4 cars in the sample and 0.5, since the mean of the sampling distribution is same to the population proportion, the sample proportion is an unbiased estimator of the population proportion.
