Some countries were arriving late is expected:

The concept of punctuality is seen in a different view in different nations. There are some nations where they view punctuality very seriously. There are also some nations where being late even by a considerable amount of time is viewed as normal.

In-country MO coming late up to half an hour is considered alright. In Country MC, turning up late for an hour to a day considered normal. People in these countries view coming late to work as a normal routine happening and do not make a big issue out of that.

But, there are some nations where being punctual is seen as a token of respect and if the person is late it is seen as a sign of disrespect. Country JN, Country SK are strict followers of time.
