Although the balance of power between the national government and the states has changed over the years, the federalist system is a fundamental part of the U.S. government (The White House, 2013). The states sponsor important programs to fund education, help troubled cities and provide social services. At the local level, the municipalities control a number of other services and regulations, but never fail to be in collaboration between the national, state and local governments. The constitution was put into place to support and defend the basic right of civilians of the United States (Marchant, 2003). Although the Constitution does not refer to education, operation and management of schools is made, particularly with respect to amendments to protect individual rights of students, faculty and staff. One of the greatest differences among public schools is the funding they receive. Public schools across the country have incredibly varied amounts of capital dedicated to them which in turn leads to a disparity in the quality of education a student will receive at these schools. The race of a student, the location they live in, and the wealth of their family greatly correlate to the level of education they will receive. As Harvard professor Jennifer L. Hochschild notes, “Districts with a lot of poor students have lower average test scores and higher dropout rates...The highest spending districts report high test scores, and some of the lowest spending districts report the lowest test scores” (“Social Class in Public Schools.”). The students who attend schools that receive less funding typically obtain an education that is lesser in comparison to schools that receive more money. The inequality in funding within a state has a severe impact on the variation of education quality. In the case of Connecticut, “The district that spends the most provides almost twice as much per student as the district that spends the least” (“Social Class in Public Schools.”). The article, “Who benefits from failing urban school districts?” written by Martin Haberman, the authors influential piece expresses the concern for the current direction of public education. When the concept of who is benefiting from failing urban school districts is mentioned; one would believe that no one can possibly benefit from schools failing. The children aren’t benefiting, their parents aren’t benefiting, the community isn’t benefiting. The public institution is becoming a big business instead of an institution that helps children in their development. It is obvious that there are challenges in the schooling system. In this manuscript, I will discuss the issues with the bureaucracy in education. There will also be mentioning of how standardized testing and the lack of resources in urban schools are affecting children’s education in the urban community. Lastly, there will be a discussion about how parents and teachers have an effect on children’s education.

Indirectly, or directly, one can argue, public schools are controlled by the federal and state governments. Several issues have emerged, because of the conflict between federal and state requirements for education. “Under the Tenth Amendment, any authority not given specifically to the federal government is reserved to the states. Thus, the federal government has no authority to regulate education directly; that belongs to the states” (Underwood, n. d., p. 2). To get around this, the federal government controls the schools through funds for complying with certain initiatives, procedures, and policies (Underwood, n. d.). Ironically, both the state and federal levels of government hold the district liable for implementing different agendas and legal obligations. The federal government, however, can ensure that no citizen is denied their rights or privileges, even in a private institution, because of the Bill of Rights and other amendments. Failure to comply by these amendments or statutes can lead to the loss of federal funding and legal reproductions for schools.

Today, education enables us to enlarge our knowledge and open doors for opportunities to the path of having a good future. In the five readings, each written by a different author, there was a lesson learned and something to take away from each one. Reading through the passages by Mann, Moore, Malcolm X, Gatto, Rose, and Anyon, each author contributed his or her point of view on general public education. This topic can be very argumentative depending on the quality of education people receive. Education today is the single most important mean for individuals to achieve their personal goals in the workforce.

The gap between the nation’s best and worst public schools continues to grow. Our country is based on freedom and equality for all, yet in practice and in the spectrum of education this is rarely the case. We do not even have to step further than our own city and its public school system, which many media outlets have labeled “dysfunctional” and “in shambles.” At the same time, Montgomery County, located just northwest of the District in suburban Maryland, stands as one of the top school systems in the country. Savage Inequalities by Jonathan Kozol explains the inequalities of school systems in different poor neighborhoods. Kozol was originally a teacher in a public school in Boston. This school didn’t have very many resources and was unable to keep teachers for very long. After pursuing other interests, Kozol took the time from 1988-1990 to meet with children and teachers in several different neighborhoods to better understand issues relating to the inequality and segregation in the school systems. Kozol writes from his own perspective as he visits six different cities and the poorest schools in those cities. The American public educational system is filled with an assortment of problems. Most students are graduating with less knowledge and capability than similar students in other industrialized countries. Classroom disruptions are surprisingly common, and in some classrooms, nearly continuous. The public education system is having difficulty adjusting to the no child left behind act. The No Child Left Behind(NCLB) is a landmark in education reform designed to improve student achievement and change the culture of American’s schools.

What is the role of public schools? Who should be governing public schools? This paper will address each side of these educational issues as well as offer a position statement and an action plan.

Since 1983 public education has been an issue in America. The system has been constantly changing every year with reforms. This constant change has been driven by the American people’s perception that education has declined and something should be done about it. First there was an increased emphasis on basic skills, making school years longer and more graduation requirements. Second, many began focusing on increasing teachers professionalism. Third, they began restructuring many things such as how the schools were organized and how the school day was structured etc. Now today the most of the American people believe that not enough money is given to public schooling. They associate academic improvement with the money the school is funded.

While the public for the most part seems to support their school district, criticism is not lacking. Recent years especially have shown dissipating support. America is reaching a pivotal point in modern history. The choice to revamp the American public school system is in the hands of the state lawmakers. The Common Core State Standards Initiative is the solution to this crisis facing our country today. These standards provide a framework in our public schools to help better prepare students for college. Through the implementation of these standards here in the State of Florida we will be helping bring our young scholars to a globally competitive level where the sky is the limit.

What’s the one thing that your parents always tell you? Get an education. We have heard it over and over again. You need a good education to get anywhere in this world. An education is the one thing my parents made sure that my brother and I had. They made sure we were at school on time everyday and ready to learn. My parents want me to have the best education that I can, but going to school in America is anything but the best.

Schools have a number of various sources. The primary sources are federal, state, and local funding. The majority of funding comes from state and local sources; whereas a small percent (usually 9-12%) comes from the federal level. The method by which schools receive funding is through the taxation process. At the state level, taxes are levied from taxpayers, both corporate and citizens via sales and income tax. At the local level, school funding comes from property taxes. Let’s explore the how the various sources of school funding. “According to the National Center for Education Statistics, state and local funding accounts for approximately 93 percent of education expenditures” (Woodruff, 2008, ¶ 2). Let’s examine these various sources of revenue and funding and different formulas for allocation along with their pros and cons.
