Social media has played a role in emphasizing the importance of capturing events on video when the actions of a police officer are questionable. The assumption that body-worn cameras will deter police officers from committing deviant acts is something that would benefit society by holding police officers accountable for actions taken and provide transparency on the conduct of police officers.
Background of the Problem
The news and social media is constantly showing recordings of police violence occurring in America. Recordings of police officers being filmed using excessive force creates a distrust in society. The ability to provide another perspective on events can help to protect both the public and police officers. Problem
Over the last few years there has been much controversy leading up to the need for law enforcement officers to wear body cameras. This is not only for citizens but also for the officers’ protection. With so much debate regarding police brutality and excessive force body cameras are quickly on the rise. New technology is giving police on a state and federal level a new opportunity to cut back on some of the allegations and negativity we have seen in the last few years. On the other hand it is giving citizens all over the country the safety they should feel when being approached by law enforcement. Our technology has improved significantly over the years and this seems to be something that will benefit everyone.
The social media and the public might want police body cam footage release but sometimes it might be to graphic or controversial. Police body cameras have been a topic since the incident with Michael Brown in august of 2014. Police shot and killed an unarmed individual in ferguson, MO, leading to many people wanting cameras on police. Whether the cameras are a good idea or not this paper will explore the facts and sides of police body cameras. This paper will also look at specific cases and examine whether or not body cameras were helpful in various situations. Within recent years there has been much controversy surrounding police officers and whether or not they should be wearing body cameras to document their everyday interactions with the public. While the use of body cameras may seem to invade the public or police privacy. Police-worn body cameras will be beneficial to law enforcement and civilians all over the world. Police must be equipped with body cameras to alleviate any doubt in the effectiveness of officers. Law enforcement worn body cameras would enhance the trust of the public by keeping both the officers and the citizens accountable for their actions, providing evidence, and helping protect them from false accusations, while protecting privacy
First advantage in law enforcement agents wearing body cameras is to hold the officers accountable. “Holding the officers accountable, will ensure the officer adheres to policies and procedures during an encounter with victims and suspects.” Body-worn cameras are poised to help boost accountability for law enforcement and citizens and, unlike many new police technologies, the cameras share preliminary support from both law enforcement and social justice groups. Successful implementation of the cameras will require careful policies that respect and protect both the police and the public.
Body cameras in policing are still new, but more and more agencies are beginning to implement this technology into their line of work. At first police officers were very hesitant to wear these body cameras because they were afraid they would infringe themselves and give away their own privacy. Later, as body cameras were beginning to see more use in the work place, officers began to realize that these very own body cameras that they once thought would only cause themselves harm would actual prove to be useful in a variety of situations. Some of these situations can be citizen complaints, to even backing up an officers use of force. Body cameras can be the one sole thing that can give
I selected an article about police body cameras. The article cited several studies, as well as the authors’ ideas and thoughts. The article, titled Police Body Cameras, is part of the CATO Institute’s National Police Misconduct Reporting Project, and prepared by Matthew Feeney in 2015. The theme throughout the article is that the use of body cameras will reduce police misconduct. Although we all hope this is the case, we must also look at the other issues involved with the wearing of body cameras. In an effort to gain citizen buy-in and obtain their opinions, they conducted surveys. Interestingly enough, most people did not want the officers to record them, unless it was during an enforcement encounter, such as a traffic stop or arrest situation.
Body cameras are proven to make policemen act better while they’re are on duty. “Police officers "tend to behave a little better"(Kon, Body Cameras for Police Officers). if they know their behavior is being recorded on camera” stated author Tsin Yen Kon. Police will act better cause they know they are being “watched”. Just like when a student has a parent to sit in their class, they act very well, police do the same. Police will also act right, because they don’t want to lose their jobs or get fired because some careless mistake that they made while on camera. “When police officers are acutely aware that their behavior is being monitored (because they turn on the cameras), and when officers tell citizens that the cameras are recording their behavior, everyone behaves better” (Knickerbocker). Brad Knickerbocker, the author, explains how both sides of the camera, police, and criminal will have an effect on their behavior because they know that they are being watched, and recorded. When people know they are being watched, it is like they get scared, because they don't want anything to be used against them. Although cameras will make police act better, people will still think that police brutality will still happen.
The body camera has become a popular choice amongst police departments worldwide. The situation of the scenario, and if the officer or suspect acted in the right can be determined from past footage. The cause of the body camera has been the allegations against officers for how they acted in certain situations, as well as for how the suspect acted during the callout. The effect has been officers being terminated due to lack of integrity or situational awareness, as well as officer safety. Suspects have also been convicted of false accusations against a police officer, as well as crimes presented in court, from fights, to officer involved shootings. The body worn camera has benefited both police officers and the general public.
Police brutality is a big problem, not only in the USA, but also around the world. There have been lots of effort to change this, from police departments to governments, to communities. One such effort has been the addition of body-worn cameras to the uniforms of police officers, in order to enforce accountability. This makes it so that, if there were a controversial case questioning whether the force displayed by an officer was warranted or not, there would be a video of the encounter, which is often more reliable evidence than the word of an officer or civilian. Despite the cost, mandating body-worn cameras for on-duty officers would benefit everyone involved, since there would be far less room for false or inaccurate claims made by
With so many incidents occurring between law enforcement and civilians, it’s about time we have our officers wear body cameras. Law enforcement wants to use body cameras, many politicians are in favor for them, Civil-rights groups are advocating them, and communities that already have a strong police presence in their neighborhoods are requesting that the police get cameras now. With the uproar of law enforcement and the death of many black American’s, body cameras can be very useful. There is always that missing link when trying to put these horrible moments back together. Far too many times we end up with the suspect dead and only get one side of the story. With the use of body cameras, we can now get more insight on the events that happen (Boyd, 2015).
Police brutality has become a major issue in the United States causing people to believe that officers do not protect and serve. There has been many questions of how we can solve this problem. One of the many questions people ask is “Should all police officers wear body cameras?” By police officers wearing body cameras it can make poor communities become safer and help communities have trust with the police. Also, body cameras can protect police officer when they get into bad confrontation.
The history of police use-of-force is rooted to the rising concerns of citizens world-wide. Power by police has consequently developed hatred, unnecessary use of force, and tarnish relationships with the community. Complaints against the police derives from police misconduct, which creates a burden socially and economically. Recently body worn cameras by police has received substantial amount of media coverage. Body worn cameras are meant to reduce complaints, excessive use of force, and improving evidence capture by the police.
Law enforcement agencies have been in a heated debate in the use of body cams by the surrounding communities because of the use of force incidents that have occurred in the media. Body cameras are the new age technology that allows law enforcement agencies to record encounters with the community. There are some positives aspects of law enforcement wearing body cams. The body cam allows the officer to interact with residents which will help to eliminate complaints about police behavior and the use of force encounters. The body cam gives video evidence of the decisions made by on-duty law enforcement in violent situations. This helps keep accountability of law enforcement and the ensure that the department and decreases liability. Because the
Simon thinks the body cameras provide officers with a platform for reflection, self-criticism and self-improvement. The heightened accountability might also nudge officers with violent dispositions out of the force, and thus make way for more amenable candidates. Also it should improve the relationship between police forces and their constituent communities (Simon). Body cameras will catch the actions of police and if their behavior is not welcome, it could lead to immediate punishment instead of a long investigation. The overlook of video footage will also help officers learn from mistakes and improve in the next encounter and it should improve their relationship with the community and make them feel more comfortable around them.
