Now one must ascertain that such regulations would only be applied under certain governance systems- a good government; a government that is liable to the people. In such cases, there should be funds available for social programs. I will classify social programs as two types, based on how they should prioritizes allocation of funds: Priority A: affects all people. Examples being healthcare, education, justice system. Such institutions should be readily accessible to all people. This is prioritizes because minorities fall under those who would benefit from such programs.

In cases where funding is low, a government should put funding in priority A. Such cases should only temporarily withhold B. funding if A. does not have enough to sustain basic of operation, including electricity, staff and sound building structure. This descend into paternalism, in that a government chooses what it believes is right for the citizens. If actions are not supported by populous, government may revoke the action, or apologize if actions completed or be overturned (not all actions mentioned,multiple other courses of actions are permissible to undertake).

Eligibility for subsidies must first approve of task they must undertake to receive it, and understand the purpose of such funding and not to misuse it. That being said, if extra funding is received, it shall not go directly to the community but to those that are recording the history.
