Draco made his laws not with ink, but with blood.
The Athenian legislator, who nourished 600 B.C., made the least theft punishable with death, because, as he said, small offences deserved it, and he could find no greater punishment for the most heinous. His laws were repealed by Solon.—PLUTARCH: Life of Solon.
