QUOTATION: I think I can say, and say with pride, that we have some legislatures that bring higher prices than any in the world.

This speech was prepared for a Fourth of July gathering of Americans in London but was not given. General Schenck, the American ambassador, decided to dispense with further oratory after his own speech.

The phrase, “The finest Congress money can buy,” has not been found in Twain’s writings, and the sentence above is the closest to it that has been identified.
