The “Critical infrastructure, or CI, is a subcategory of infrastructure that includes those assets, systems, and networks, whether physical or virtual, which are so vital that their failure or destruction would have a debilitating impact on security, governance, public health and safety, public confidence, commerce, or other societal factors” (Bullock, Haddow, Coppola, 2016). According to the 2013 US National Infrastructure Protection Plan (NIPP) there are 16 of these sectors and throughout this paper we will discuss a cyber attack on the water supply sector. In order for all of the leaders of the different infrastructures to be successful at eliminating or mitigating such attacks they will need a common form of communication as all of their systems have been proven to affect each other. One tool to help eliminate such communication barriers is the National Incident Management System (NIMS). This system “is a standardized management plan that provides a core set of concepts for incident command and multi-agency coordination during emergency response” (Kamien, 2012, p. 486). With such systems as NIMS the government realized that no one system can work without the other and if one fails they all fail causing wide spread panic and various other hurdles for emergency responders to respond to. It is up to the government to realize that our world is no longer ran manually, but rather digitally so that we can better prepare for possible cyber attacks on our key critical infrastructures.
Throughout this research we have shown the affects of a cyber attack on our water supply. We have also evaluated the impact that a cyber-attack could have on our water supply. Lastly we looked at the probable third and fourth order effects from the cyber-attack on this critical infrastructure to include the effects on other critical infrastructures that may be affected by the initial cyber-attack. As stated earlier, the 9/11 attacks revealed the indomitable spirit of the US and awakened a sleeping giant, which was very reminiscent of the US response following the attacks by the Japanese on US forces in Hawaii. Both 9/11 and Pearl Harbor attacks galvanized the American people into action and caused the government to heavily invest resources to combat enemies of the US; the Axis enemies during World War II and “the terrorists”, wherever they may be located, following 9/11. One of the first NIST deficiencies to be corrected were the operational protocols for intra- and inter-agency communication. This, in part, has been addressed in the Incident Command System (ICS) since the purpose of ICS is to integrate operations between public safety entities at all levels of government.
The CPG 101 incorporates the concepts of the National Incident Management System (NIMS) into the planning guide. NIMS is the result of Homeland Security Directive Five. The directive came from President Bush February 28, 2003. The goal of NIMS was to offer a necessary foundation for emergency management to identify, prepare, respond and recover in any emergent situation. The approach and vocabulary established with NIMS remains the same nationwide to ensure consistency.
After September 11, 2001, the Department of Homeland of Security was formed in response to the terrorist attacks. Out of the birth of the agencies formed, the National Incident Management System (NIMS) was created to allow clear allocation of resources and a systematic approach to emergency management. The system can be effective in many responses where many levels of government and response are imminent to respond to the disaster. Many of these agencies are emergency management, police, fire, health, and EMS from all levels of government. NIMS can be used on any type of incident and of any size or scope in nature.
The cybersecurity simulation rounds in UMUC?s Cybersecurity Master 's degree capstone are an integral part of the learning program. The simulation rounds expose students to real world incidents in a cyber representation of the US. In this environment students are provided a chance to gain experience in a setting where mistakes are far less impactful than those made in the real world. The environment includes five critical infrastructure sectors; DTL Power, Federal Government, Hytema Defense, Mistral Bank and Avisitel Telecom. The control decisions made by each have the potential to impact other groups operating within the environment.

This paper will explain an overview perspective of the September 11th attacks, as well as examine the response of local emergency personnel to this incident. I will discuss the lack of coordination amongst emergency personnel, and also analyze the connection between this event and the National Incident Management System (NIMS). This paper will also reveal the challenges faced due to interoperability and the ways in which improvements were made and improvements many believe still need to be made.

The United States is under attack. To be exact, the nation’s power grid is under attack in the form of cyber warfare. On May 21st, 2013 Congressmen Edward J. Markey and Henry A Waxman published a report that provided the findings from information that they had requested from over 150 utility companies (of which 60% responded). The more we use technology the more complacent, we get with the information that is stored within our cyber networks. The more complacent, we get, the more vulnerable we become to cyber-attacks because we fail to update the mechanisms that safeguard our information. Breaches to security networks are detrimental to personal, economic, and national security information. Many countries, like Russia, China, Israel, France, and the United Kingdom, now have the abilities and technology to launch cyber-attacks on the United States.
