HNO3 is a strong acid

Step 2

In titration of strong acid-weak base , the PH at the equivalence point is not 7 but below it . 

This is due to the formation of a conjugate  acid during the titration , it will react with water to form Hydronium ( H3O+ ) ion.

So, PH less than 7  the Solution is acidic.
