By 1840 Quebec and Ontario had been brought together into one colony called Canada. There was an elected assembly made up of 48 members from Canada West (Ontario) and 48 members from Canada East(Quebec). Some times they met in Quebec City. The next year they would meet in Toronto, alternating the assembly back and forth. Very little legislation could pass because the votes always ended in a tie. Macdonald is the mastermind. He, Cartier and Brown propose a Confederation of British North American colonies for protection against the Americans. They go to Charlottetown in 1864 with $14,000.00 worth of champagne to talk about Confederation.
