1. The Commonwealth They Served
The weather was seasonally cold in Pennsylvania’s Capitol late in 1914. On Sunday morning, December 27, the temperature was 1 degree Fahrenheit. This reading was the lowest ever registered in the last month of the year during the almost three-decade history of the Harrisburg weather station. Nevertheless, the cold did not dim the spirit of the holiday season as the Harrisburg Evening Telegraph newspaper cheerfully proclaimed, “Perfect Christmas Makes City Happy.”
During that week, Governor John K. Tener, in the last month of his term, released a legislatively mandated report that made history. The Report of the Economy and Efficiency Commission, for one of the very few times in Pennsylvania’s Chronicle, provided the public with a roster of all 5,152 state employees. The release of this document was a key milestone in the Commonwealth’s early 20th-century effort to improve its personnel management practices.
By listing names, this document provides an opportunity to recognize the often-unheralded contributions of selected state employees assigned to organizations under the general supervision of the Governor. The register also affords an invaluable chance to appreciate how the offices, bureaus, and divisions make Pennsylvania work. When the American colonies declared themselves independent from on their mother country, Britain, on July 4, 1776, they sought to devise a plan to govern themselves without the constraints that had been imposed on them leading to their detachment. Prominent leaders in the thirteen colonies worked together to strike the perfect balance between the rights of the federal government and the rights of the states. On June 12, 1776, a committee was formed to put together a document that would bring together the states in the form of a confederation. Within the committee, John Dickinson was chosen to head the committee. Dickinson had begun his political career in 1760 when he served as the speaker of the Three Lower Counties in Delaware. Starting in 1965, Dickinson used his journalism skills to assist in the rebellion against Great Britain. His most famous work took place from 1767 to 1768, which was a series of newspaper articles, Letters from a Farmer in Pennsylvania published in the Pennsylvania Chronicle. His articles protested taxation policies enforced by the British government, but insisted that he preferred a peaceful solution over going to war with military world power. In 1771, Dickinson wrote a petition on behalf of the Pennsylvania legislature, which was unanimously approved, to King George III, suggesting a compromise in the interest that both parties could avoid a drawn out war. The Pendleton Civil Service Act’s purpose is to award federal government jobs to individuals based off merit, rather than cronyism or nepotism. In the context of public administration, this law has established benchmarks for the field of public administration, but it does not go without its disadvantages. This act bred performance management application in the public administration community by establishing tests and performance measurements that certainly outweigh the nature of providing government jobs due to party affiliation The act inherently eliminates a disadvantageous federal job market, and seeks to benefit those who can perform to the standards of the position. However, the United States did not just become an imperial power over night. From the middle of the 19th century till present time the U.S has been intervening in foreign lands. One country that has been immensely influenced by English colonization, to present day, is the Island of the Philippines. Whether it was consciously or not, the control of the Philippines by U.S after the Spanish-American War was a small step towards world power. A brief look into Philippines’ history shows how much different the island would’ve been without English rule. Although the Philippines were not pleased with the transfer of power over to America in the Treaty of Paris, the short 50 year rule proves to have had a major impact on Philippine culture, customs, and politics today.
