In the United States of America there are currently two prison systems in place; the Federal prison system, and the State prison system. Every state in the U.S. has its own Department of Corrections, which is tasked with handling crimes committed at the state level (Allen, 2017). The state where the crime occurred has jurisdiction over the individual that committed the crime. An individual, whom has committed a crime within a state’s jurisdiction that results in a long sentence, is sent to the state prison system in that particular state (Allen, 2017). A long sentence encompasses a period of time which exceeds a year, and a day; which is the length of time given to an individual convicted of a felony crime. An individual convicted of a misdemeanor crime which is accompanied by a sentencing length of less than a year, will serve their respective sentence in a jail. Once the individual has received their sentence, they will go through an initial classification process (Allen, Latessa, and Ponder, 2013). The purpose of the initial classification process is to identify the individual’s custody level, work assignment, and treatment. The initial classification process will differentiate between those individuals that present different security risks, and supervision concerns. The U.S. prison system is one of many great controversies when compared to other correctional systems. America’s prison population has increased by 700% (2.4 million current inmates) since the start of the war on drugs in 1971. As a result of this “war”, people that fall into the racial minority have suffered as a direct consequence of unjust legislation. Our prison system is known for its overrepresentation of minorities such as Blacks and Hispanics. This unfortunately gives these groups of people a perennial negative stigma as a result. I argue that the U.S. prison industrial-complex emphatically displays signs of prejudice and racism and disproportionately incarcerates people of color at a rate higher than whites. Yes, there are skeptics who think “the left’s prison-complex” is wrong about their theory of mass incarceration but the statistical data and concrete facts in support of my argument are very compelling.

America has a major problem with overcrowding in its prisons, and action needs to be taken. Since 1970, the inmate population in the United States has increased over 700%, far greater than the general population as a whole. This has led to declining quality of life within the prison system including 8th Amendment violations and it represents a needless drain on state finances. There is simply no value in keeping non-violent convicts in the prison system, sometimes for years. The costs are high, and there is very little benefit to America. The justice system needs to be overhauled to relieve the massive crowding in US prisons.

Prison’s were established a long time ago to try to put an end to the rapidly increasing crime rate, however over time we are seeing the effectiveness of the most prisons decreasing. As a result of this epidemic, prisons have a higher recidivism rate and over 40 percents are currently operating over maximum capacity (Holder.) Through different types of research, we are finding out that our prison systems are no longer effective and there is a serious need for improvement. The United States has only 5 percent of the world’s population, yet we incarcerate almost ¼ of the worlds prisoners (Holder.)

Each day, men, women and children are put behind bars suffer from lack of access to medical health care. Chronic illnesses go untreated, emergencies are ignored, and patients with serious illnesses fail to receive needed care. A small failure to medical care can turn in to death of an inmate if left untreated. Prisoners are humans whether inmates or not, with normal health issues or diseases. Even a common cold is an example of an illness that needs treatment. A lot with what is wrong with the health care system today, in the United States deals with money. Within prisons, it is an entire different story. The mission of medical care is to diagnose, comfort and cure. These goals are not being achieved within the prison system. Care needs to be given to every inmate, even the most despised and violent one among them all.

The prisons in America seem to cause more problems than assistance in today's society. The country's penal system is overcrowded, expensive, and some argue that is ineffective as well as inefficient. The costs to staff and support these facilities increase dramatically every year. Prisons, which are supposed to be correctional facilities, are currently filled with violence and hostility. These institutions are created to control crime by deterrence, incapacitating criminals, which protects society from potentially dangerous criminals, but it is hard to tell if this is being accomplished.

Today’s correctional facilities are taking on chronically mentally ill individuals causing them to be over-crowed with lack of resources and proper care. Prisons and jails were not built to houses the severely mentally ill, this was never the purpose of prison because they simply do not have the proper training or adequate care for such a high maintenance inmates. State prisons have become the new de facto psychiatric hospital for those who need mental health treatment. This developing problem come from the severely mentally ill being admitted into correctional facilities, which ultimately stemming from the deinstitutionalization of the mentally ill from government funded mental health treatment centers. The deinstitutionalization of the mentally ill took effect those who needed resources and care went without treatment, which only increases the symptoms related to their disorder causing them to engage in petty crimes sometime followed with more serious offensive landing them in jail or prison. Within this paper, you will find a comprehensive review of the United States prison system, and why it needs to analyzed to better support and reform the people of this country. I plan to persuade the other side (politicians and society) into seeing that the way the prison system is now, is not ethical nor economical and it must change. We have one of the world’s largest prison population, but also a very high rate of recidivism. Recidivism is when the prisoners continuously return to prison without being reformed. They return for the same things that they were doing before. So, this leads us to ask what exactly are we doing wrong? When this happens, we as a nation must continuously pay to house and feed these inmates. The purpose of a prison needs to be examined so we can decide if we really are reforming our inmates, or just continuing a vicious cycle. What is the true purpose of prison besides just holding them in a cell? There must be more we can do for these hopeless members of society.

When the objective became getting more people behind bars, we should have realized that something had gone terribly wrong. The current nightmare; also known as our prison system, has gotten out of proportion. Since the early 1970s until 2009, prison population grew exponentially by a staggering 600%. Thanks to the policies made during the War on Crime and Drugs, jails and prisons around the country crammed with as many inmates could fit in. Even though there has been a slight decrease of the incarceration rate since it peaked in 2012; the declining numbers don’t seem significant enough. According to the Bureau of Justice Statistics, there were 1.5 million prisoners in the U.S or 450 convicts for every 100,000 U.S residents for during 2016.

The Unites States of America’s prison system is a flawed mess. To open the eyes of our government we must first take a stand against unlawful government decisions, and show support for the greater good of society. What are our own tax-dollars paying for, what are the flaws in the justice/prison system, why is overcrowding in prisons causing tension, and what are ways our society and government can rebuild the system that has been destroyed over the years? Most criminals in prisons are not a danger to our society because they commit crimes just to use jail as a shelter, causing the overcrowding of prisons and wasting away of what we really should be paying for.

On several occasion, I notice that the parole hearing officer has granted parole providing the offender continue to attend other drug programs or to complete a certain correctional program and return back to a hearing in one year. Next, the offender is given a chance to share what they have learned while being incarcerated.
