In this paper I would be identifying, compare, and contrast the policing function at the local, state, and federal organizational levels. I would be Analyzing how the organizational, management, administration, and operational functions at these three organizational levels are similar or different and why. Also I would be identifying the leadership characteristics and responsibilities pertaining to each organizational level.

On December 18, 2014, President Barack Obama signed an Executive Order establishing the President 's Task Force on 21st Century Policing. The Task Force Members sought expertise from stakeholders and input from the public through Listening Sessions, teleconferences and written comments as they worked to identify best practices and make recommendations to the President. The Task Force submitted an initial report to the President on March 2, 2015 and released the final report on May 18, 2015 ("Final report of the resident’s task force on 21st century policing," 2015).

Many people know of the police officers of today’s world and that it is their job to enforce the laws set by their government, but not many people know the history of your typical everyday United States police officer or how they came about. In conclusion, through the many reforms of the police in America, there is need to find a constant policing system that is effective throughout centuries. Police have carried many duties including; enforcing laws, apprehending criminals, assisting and supporting the community. The view of police function is changing as society evolves. The police functions need to include a social contract between the people and the organization. The function of police comes directly from the social contract with the government and the citizens. However, even with the understanding that police agencies’ responsibility it to provide protection as expected, the citizens do not agree to give up their constitutional rights.
All my life I have been fascinated with police work and firefighting. As a result, I have spent a vast amount of time volunteering at local fire departments working closely with local law enforcement personnel in emergency situations. Although I have wavered for years about whether to pursue a career in law enforcement or firefighting, I have always known that one way or the other I am going to be involved in emergency services. In the case, Arizona versus United States, I am representing the respondent, United States, where we are seeking to stop the enforcement of S.B. 1070 in the federal district court before the law can be taken into effect. S.B. 1070, also known as Support Our Law Enforcement and Safe Neighborhoods Act, was passed in the state of Arizona in 2010 as an effort to address the large numbers of unlawful immigrants entering the state. The United States seeks to declare S.B. 1070 as preempted by the federal immigration law, where the four provisions of S.B. 1070, Section 3, Section 5, Section 6 and Section 2(B) violated the Supremacy Clause of the United States Constitution.

The history of policing can be traced back to the beginning of time. When looking at the subject of police work there is a large culture and history that follows along with it. There are many topics that can be analyzed when identifying, and describing the elements and the significances that are associated with policing. Small town Holdrege, Nebraska is where I decided to look a little further into law enforcement on the State level. There are quite a few State Troopers in this area, or it seems to be that way anyways. I contacted Sargent John Wagner for an interview. I have to say these men/women in uniform are slightly intimidating. I’m not sure if it is the uniform, or the fact I grew up thinking these officers of the law are just that scary. I guess we shall see once we begin the interview.
Police possess more powers than the normal citizen so there is a need to provide guidance to the officers so that they do not overstep the boundaries of that power. By providing defined guidelines it guarantees that officers will perform their duties consistently to ensure that they enforce laws and protect the public fairly. Since officers have the ability to apply discretion while exercising those duties there is a need to provide a medium between rigid enforcement and unlimited freedom of discretion. Most police department today have a wide range of developed policies and procedures and are regular updated to ensure that they are up to date with changes in law and law enforcement procedures.

However, because crime is an immediate threat to the communities, the police have a highly visible and primary role in overcoming the threat and fear of crime. The process of policing a democratic society is complex and due to this fact, a police department is probably one of the most difficult public institutions to manage effectively. It is therefore important to have processes that are critical to operating police departments and their commitments in securing peace in the society.
