On 10 March 2017, Officer Tabor was conducting patrol duties when at 2213 hours he saw an unoccupied, black in color Ford pickup stopped in the roadway at eighteen thousand West Kellogg Dr facing Westbound on the North side of Kellogg. Officer Tabor after exiting his patrol car and confirming that in fact nobody in the vehicle, ran the license plate that was displayed on the vehicle.
The license plate, Kansas firefighter tag 1463 returned stolen from Ronald J Mies, of Wichita, Kansas. After seeing that the license plate was reported stolen and that the truck was packed full of various objects and belongings, had a suspicion that the truck might be stolen as well and alerted Officer Shelite to travel to his position.
After Officer Shelite arrived, Officer Tabor attempted to gather the VIN number off the front of the windshield and was unsuccessful due the fact that someone had covered the first half of the VIN number with what appeared to be cloth. Phram by telephone at 2324 hours and Phram advised Officer Tabor that he was at the hospital with his wife but could make it to his truck in around forty minutes. Officer Shelite contacted West Side Wichita Police Department, who would send an officer to process the vehicle and its contents. Once on scene I observed the described black Ford F-150 pickup truck. The truck was positioned facing westbound and in the roadway on the unit block of East Laurel Street, where Laurel Street intersects with Main Street (State Route 924). On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Officer Pakney told me Vallejos and Lantagne both work at Red Lotus, and while on shift, they saw Perrymore walking through the back parking lot of the Red Lotus, which is on the east side of the restaurant. Vallejos and Lantagne observed Perrymore open the passenger door of a Silver Toyota Sienna WA/DP16293 and enter the van. Vallejos and Lantagne did not believe Perrymore was the owner of the vehicle, so they asked him what he was doing.
