“The Homeland Security Act of 2002 established the federal United States Department of Homeland Security. Its stated mission is to secure the nation against terrorist attacks, to protect against and respond to threats and to ensure safe and secure borders” (Andrew, C., & Walter, F., 2013). “In addition to reducing the nation’s vulnerability to terrorism, the act was also created minimize the damage and facilitate recovery from any attacks that may occur” (Homeland Security, Department of, 2017). Many people want protection from dangerous situations, but what’s the cost of protection.

After the terrorist attack September 11, 2001, the United States government increased their investments in security. Many innocent lives were lost because of that incident, which worried the United States of America about self-defense or Homeland Security. Homeland Security was signed to become a law by the President George W. Bush in November 2002. Their main priority was to secure the country from the threats such as international terrorism. The Department of Homeland security had to focus on five goals such as prevent terrorism, enhance security, secure the borders, enforce immigration laws, safeguard, and cyberspace. In order to achieve these goals a lot of work was needed.

Just as our parents and grandparents remember where they were and what they were doing when President John F. Kennedy was shot, so will it be with this generation when asked the same questions pertaining to September 11, 2001. This horrific event will be a scar on the body of our wonderful nation until the end of time. Parents lost children, children lost parents, spouses lost their heartmates – so much anguish and emotional devastation demands that something be done to prevent tragedy like this from occurring in the future. This is why President George W. Bush created the Office of Homeland Security.

As a Chief executive, the president’s main duties are to enforce and execute laws however they see fit. The President signs executive orders directing law enforcement agencies, including the agencies that enforce immigration laws, that has “prosecutorial discretion”– the power to decide whom to investigate, arrest, detain, charge, and prosecute. The Agencies may develop discretionary policies specific to the laws they are charged with enforcing, the population they serve, and the problem they face. The U.S. Department of Homeland Security (DHS) may decide how to prioritize its resources in order to meet its stated enforcement goals that are set by the President. With executive unilateral powers the president, drafts policies without and sometimes over the objection of Congress or the courts. The President can design policies regarding the immigration matter without approval of Congress, he can simply follow the former presidents’ footsteps on immigration laws. I am making the argument that U.S. President does have too much unilateral power.

As we move steadfast into the twenty-first century we are confronted with more complex and compromising issues affecting the intricately connected global system. New forms of aggression and threat are the faces that greet policy-makers as they spend countless hours configuring ways to counter future attacks such as terrorism or massive drug trafficking within and across national borders. Instead of submitting ourselves to the tyranny of chance, which cruelly deals out futures blighted with catastrophes that can remain vivid in our memories, President George W. Bush has issued a mandate in an attempt to regain control over future acts of aggression such as terrorism

The U.S. Department of Homeland Security (DHS) issued a proposed rule, on December 30, 2015, entitled "Retention of EB1, EB2, and EB3 Immigrant Workers and Program Improvements Affecting High-Skilled Nonimmigrant Workers." Included in the proposed rule is the long-awaited provision for the ability to obtain an employment authorization document (EAD) based on an approved form I-140, employer petition. Unfortunately, eligibility for this immigration benefit under the proposal is highly restrictive and therefore will aid a far narrower group of foreign national workers than had been hoped.

In this research paper, I am going to discuss the plan that the Department of Homeland Security has set forth for the years of 2012-2016. This plan outlines the entire vision of the department to essentially accomplish their missions and goals. The plan consists of missions varying from border security to cyber security. We must not forget the men and women on the front line working hard to ultimately secure and provide safety for the United States of America.

Living the United State when one thinks of a terrorist attacks often their mind will first go to a larger scale attack such as the events of September 11th 2001. “September 11, 2001 changed the United States forever, the terrorist attack that day marked a dramatic escalation in a trend toward more destructive terrorist attacks which began in the 1980s. It also reflected a trend toward more indiscriminate targeting among international terrorists. The vast majority of the more than 3,000 victims of the attack were civilians. In addition, the attack represented the first known case of suicide attacks carried out by international terrorists in the United States.” (Waston, 2002) However as the years have gone by we have come to learn that terrorist attacks are not always on a large scale and that even one person who is inspired by the ideologies of a terrorist group without being directly connected to them can carry out attacks. Those that engage in this type of terrorism are referred to as lone wolf terrorist. A recent example of such an even was the mass shooting at the San Bernardino Inland Regional Center in December of 2015.

National terrorism has been the focus of attention since September 11. But now domestic terrorism is becoming increasingly common among hate groups across the nation. Domestic terrorism can be defined as visible crime, or “street crime.” These acts would consist of violent crimes, (acts against people in which injury or death results) property crimes (acts that threaten property held by individuals or the state) and public order crimes. (acts that threaten the general well-being of society and challenger accepted moral principles) It can also however be described as political crime, (criminal acts by or against the government for ideological purposes) which would include the 9/11 and the Oklahoma City bombing.

Since the attacks on September 11th, 2001, intelligence activities has been one of the most controversial issues facing this country with one of the most controversial being the Department of Homeland Security (DHS). The purpose of this paper is to define and give as much detail information about Homeland Security in the United States and law enforcement and how they are integrated. The government can implement many new methods to increase security, or better yet give off the image of better security which is what they have predominantly done, yet ultimately there will always be a way to bypass or come up with a new way to infiltrate that measure. By breaking down the two key words, security and defense, you find how each of these items are married together. Security and defense are to very similar words, one you are securing a given item and the other you are defending. So, wouldn’t you think that homeland defense and homeland security would be the same? You would, but they are not. Homeland defense is the of its self is the infrastructure used to defend us against any sort of external threat. Whereas Homeland Security is the strategy that is used with to combat these sort of things. It goes without saying that the primary mission of homeland security and defense, is to protect the citizens of the United States of America. Within the mission is the tasks, and each individual department has its own specific task. Now, with the specific task comes specific duties, responsibilities, and operations. From personal experience, most operations of within the homeland security/defense real are in some way, shape, or form joint operations. Now each individual knows their specific tasks, duty, and responsibility. Take for example the current situation in New York City and Elizabeth, New Jersey, you have on the ground investigating, the local law enforcement agencies, the ATF, the FBI, and Homeland Security agents.
