On July 11, 2015 at approximately 1140 hrs I dispatched to Police Headquarters for a report of domestic violence.
Upon arrival, we spoke to Clara Ashen (victim) who stated in effect on July 09, 2015 at approximately 1800 hrs and July 10, 2015 at approximately 0500 hrs Emmanuel Affil(defendant), who she lived with at 210 Bishop Bald, threatened to kill her.
Ashen stated that the police officer came to her house on July 10, 2015 in the morning when Affil accused her of cheating on him with her friend who came to fix up her computer before she was going to work. Domestic counselor responded to Police Headquarters to speak to Ahenkuro.
I called Judge Heitmann, who granted a TRO telephonically at 1420 hrs and granted a warrant (#W 2015 000335) telephonically at 1417 hrs with a bail for $15,000.00 (full/no 10%) for terroristic threats.
Ahenkuro was advised of her domestic violence rights and was provided a copy of her TRO. See signed Victim Notification Form signed by Ahenkuro which she was provided a copy of.

Ptl. E Hanrahan and I drove to 210 Bishop Blvd with Ahenkuro to escort her to pick up some of her belongings from the house, we found Emmanuel Afful who was sleeping his bedroom. We took custody of Emmanuel Afful and he was served his TRO.
Afful was taken in to custody and transported back to Police Headquarters for processing.
Afful was not able to post his bail of $15,000 and was transported and turned over to MCACC.

On 07-14-2016 at approx. 2019 hrs a domestic disturbance call was dispatched. Dispatch was receiving information that the suspect was armed with a pistol and a rifle and had assaulted a victim at 518 N. K Street.

The fact that the man is depicted as an octopus implies that the Mongolians are thought of as slimy, unclean and therefore subordinate and perhaps the fact that the Asians would get a 'hold' on Australia.

I accompanied Officer Efrain Rueda while transporting Jackson to Sedgwick County Jail. We left Wichita State University at 1642 hours and arrived at the jail at 1656 hours. Mylania told Officer Cox that she was at the apartment complex at 1000 S 32nd St, waiting for her friend to arrive back from the store. While she was waiting, she made contact with Brandon Wagers, who resides in apartment #210. Wagers asked her if she would like to come into his apartment and wait on her friend to get back. on October 31, Mr. Blair-Foster is in custody in Hennepin County jail on a PC hold for violation of an Order for Protection. Also, Mr. Blair-Foster indicated to his probation officer that he does not plan to comply with Child Protection, including following through with appointments. Mr. Blair-Foster was no show to his Child Protection appointment on 10/25/16.
A YWCA of Richmond counselor contacted DSVRC advocate requesting assistance with a client who sought a preliminary protective order in the General District Courthouse and had an upcoming permanent protective order hearing. Advocate became in contact with client, Ms. Z was a 22year old African American female whose abuser was her ex-boyfriend, whom she had no children with and did not cohabitate with. Ms. Z ended the relationship a few weeks ago due to physical violence within the relationship, her abuser began stalking her and threatening her through third parties. Speaking with Ms. Z she stated that the judge who heard her preliminary hearing advised her that she was unlikely to obtain a permanent order due to lack of evidence. Ms. Z stated

On 10-30-2017 I Deputy Mignone #95 was assigned to Intake/Release. At approximately 1622 hours, I was told that inmate Matthew Spradlin J#13109516 was to be placed in the restraint chair per Dr.Dehner. I retrieved the chair and met Deputy Williams #32, Deputy Staton #166, Deputy Ivey #30 and Sergeant Johnson #150 at cell HD-6. Inmate Spradlin was handcuffed through the food portal and placed in the chair. Deputy Ivey secured the right leg. Deputy Williams secured the left leg and right arm. Deputy Staton secured the waist, left arm, and left chest strap. I secured the right chest strap and un-cuffed inmate Spradlin to have his arms placed in the restraints by those stated above. On the above date officers responded to 1707 N Arbogast #0F in reference to a reported cardiac arrest. Upon arriving officers determined Taura had been the victim of a serious assault and was severely injured. Officer spoke with 8 year old Faith, who provided vital information that assisted in Taura's care on scene and at the hospital.
