1847–1917, Canadian statesman, b. Cornwallis, N.S. He entered (1874) the Canadian House of Commons as a Liberal and served (1896–1911) as Wilfrid Laurier’s minister of militia and defense. During his ministry, the last British troops were withdrawn from Canada (1901), the practice of appointing a British general to command the Canadian militia was ended, and Canada took control from Great Britain of the naval bases of Halifax and Esquimalt.
